ילנה בונר ידועה כאלמנתו של אנדריי סחרוב, וכמתנגדת פעילה למשטר הסובייטי ופעילה לזכויות אדם בזכות עצמה. וולדימיר בוקובסקי היה מתנגד פעיל למשטר הסובייטי כל יימי חייו (מגיל 17). שניהם היו מטרות לרדיפות בלתי פוסקות, בילו שנים בבתי כלא ומחנות, ואף בתי חולים פסיכיאטריים בגלל התנגדותם למשטר. שניהם פונים במכתב פומבי לשני המועמדים לנשיאות ארה"ב, בקריאה לסלק את רוסיה מארגון המדינות המתועשות (G8):
בתוך מספר חודשים אחד מכם יהיה הנשיא החדש של ארצות הברית. זה הזמן לבחון מחדש את מדיניות ארה"ב בתחומים רבים, כולל יחסיכם עם מוסקווה.
המשטר הנוכחי של רוסיה הוא לא רק רודני, הוא הופך יותר ויותר תוקפני. הפרות המוניות של זכויות האדם, עינויים, רדיפות פוליטיות ורציחות פוליטיות ברוסיה, וכמו כן רצח עם מתמשך בצפון קווקז – זה עוד לא הכל. כמו בזמן המלחמה הקרה, קרמלין שוב מהווה איום רציני לבטחון העולם. הפחדה של מדינות שכנות, התערבות בענייניהן הפנימיים, שמוש בייצוא דלקים בתור כלי לסחיטה פוליטית, הגשת סיוע ותמיכה לכל האוייבים של העולם החופשי, פתיחת מסע תעמולה ברוסיה לשנאה נגד המערב, עמדה דו-פרצופית ביחס לתכנית הגרעין האירנית, הספקת נשק למדינות שכנות של ישראל – התנהגות זו לא משאירה ספק באשר לצורה האמתית של המשטר. יותר מכך, קרמלין נחשף כמבצע מעשה תוקפנות ישירה כלפי אחת ממדינות נט"ו, באמצעות רצח אזרח בריטי בשטח בריטי, תוך שמוש במתקפה טרוריסטית רדיואקטיבית. משטר זה חשף את עצמו כאוייב גלוי לא רק של אזרחי רוסיה, אלא גם של הדמוקרטיות המערביות.
במצב זה המשך החברות של מוסקווה בארגון המדינות המתועשות הוא אבסורד. G7 (שזה מה שהארגון צריך להיות, לדעתינו), נוסד כמועדון של דמוקרטיות. לפי כל קנה מידה, רוסיה תחת המשטר הנכחי היא כל דבר, רק לא דמוקרטיה. יותר מכך, למשטר זה יש יומרות לאמון כלשהו מצד אזרחיו מתוך כך, שהוא השיג פחד וכבוד כלפי רוסיה בעולם, וחברותו ב-G8 היא ההוכחה הברורה ביותר לבסוס אותן יומרות. בצורה זו, חברות זו רק מסייעת לתעמולה של קרמלין, וחוסמת כל אפשרות לרפורמות ומזיקה להתפתחות אופוזיציה דמוקרטית.
מסיבה זו אנו קוראים לכם להתחיל ולהוביל תהליך של סלוק הפדרציה הרוסית מארגון ה-G&, וע"י כך לשלוח אות ברור לכך, שארה"ב לא חשה פחד או כבוד כלפי שום משטר תוקפני או אנטי-דמוקרטי.
יבוא זמן, ורוסיה תהיה דמוקרטית, ותתפוס את המקום הראוי לה בין האומות החופשיות. לצערנו, זה בינתיים עניין לעתיד הרחוק. אבל עכשיו אנו צריכים לפחות להפסיק ולכבד את הרודנים הרוסיים כאילו היו מנהיגים דמוקרטיים שנבחרו כחוק.

have written a joint open letter to both the US presidential candidates, calling for the expulsion of Russia from G8:
In a few months one of you will become the President of the United States. Thus, it is time to review the US policy in many areas, including the relationship with Moscow.
The current regime in Russia is not only authoritarian, but is becoming increasingly aggressive. Massive human rights violation, torture, political repressions, and political murders in Russia- as well as the ongoing genocide in the Northern Caucasia – these are not all. Just as during the Cold War, Kremlin again is presenting a serious threat to the international security. Intimidation of its neighbors, interference in their internal affairs, the use of its fuel exports as a means of political blackmail, assistance and support being given to all the enemies of the free world, unfolding of a massive campaign in Russia of propaganda of hatred towards the West, the hypocritical position vis a vis the Iranian nuclear program, supply of weapons to Israel's neighbors – this behavior does not leave doubt as to the real face of this regime.
Furthermore, Kremlin was exposed as committing an act of direct aggression against one of the NATO members, in the form of the murder of a British citizen on the British soil, by means of a terrorist radioactive attack. This regime has shown itself to be an open enemy not only of the Russian citizens, but also of the Western democracies.
Under this situation, the continuing membership of Moscow in the G8 is simply absurd. G7 (as, in our opinion it should be called) was conceived as a club for democracies. According to any standards, Russia under the current regime, is anything but a democracy. Furthermore, this regime claims some trust from its citizens, because it was able to gain fear and respect towards Russia around the world, and its membership in the G8 best illustrates the validity of these claims. Thus, this membership only helps Kremlin's propaganda, and blocks any potential reforms, and damages the development of democratic opposition.
For this reason, we are calling for you to begin and lead the process of expulsion of the Russian Federation from the G7, thus sending a clear signal that the United States does not have fear or respect towards any aggressive or anti-democratic regime.
A time will come when Russia will become a democracy, and will take a place it deserves among the free nations. Alas, this is an issue for the distant future. But now we have to at least stop the honoring of the Russian tyrants, as if they were lawfully elected democratic leaders.
